Interim statement: investigation of railway accident at Voorschoten is ongoing

This is an interim statement with an update on the progress of the Dutch Safety Board’s investigation of the railway accident that occurred near Voorschoten station in the early morning of Tuesday 4 April 2023. In this accident a road-rail excavator was hit by a freight train and subsequently by a passenger train. The road-rail excavator had been carrying out work during scheduled maintenance works.
Research questions
The investigation focuses on answering the following questions:
- How could the excavator leave its workplace, drive onto an in-service track and then collide with the freight train and then the passenger train?
- How are occupational and railway safety considered in the planning and execution of working on the tracks while train traffic continues? How is this supervised internally and externally?
